Minutes

Present: Chairperson Melissa Engel, and Council members Thomas Cordeiro, Christopher Goff, Barbara Moore and Susan Weintraub. Also present was Town Attorney Jean D’Aquila.

Vice Chairman John Tuttle is attending the meeting via conference call.

Not Present:  William Devine

Call to Order: ~Chairperson Engel called the meeting to order at 5:32 p.m. ~

Executive Session for the purpose of discussing a legal opinion regarding charter and code requirements of a senior Town official as well as a draft proposed severance package for a senior Town official:
A motion was made by Ms. Moore, seconded by Mr. Cordeiro, to enter Executive Session at 5:32 p.m.  Voted (6-0).

Ms. Weintraub asked if the individual has been notified of the executive session and waived their right to be there?  Attorney D’Aquila noted that the purpose of the meeting is not employee performance review; it is attorney client privilege and a draft document.

The Council exited Executive Session at 6:10 p.m.

Possible actions regarding approval of authorization of a severance package for a senior Town official and a temporary appointment to fill said position:
A motion was made by Mr. Cordeiro, seconded by Ms. Moore, to provide authorization to the Town Manager to offer a severance package based on the terms discussed in Executive Session to Matt Reimondo, Chief of Police.  Vote (5-1)  Ms. Weintraub against.

Ms. Weintraub noted her concerns about the action.  She feels there are other ways to save money.

A motion was made by Mr. Cordeiro, seconded by Ms. Moore, to appoint Town Manager Jeffery O’Keefe as acting Chief of Police pursuant to Charter Section 3.3 until such time as ordinance chapter 109 is amended and the amendments are effective.  Voted (5-1) Ms. Weintraub against.

Ms. Weintraub noted her concern for the safety of the community going forward.  Mr. Cordeiro noted his confidence of the officers in the field.  Ms. Engel noted her confidence in Michael Green as the acting Lieutenant.

Ms. Engel read the press release that was made available to the meeting attendees.  The press release will be included with the minutes filed in the Town Clerk’s Office.

Adjournment:
A motion was made by Mr. Goff, seconded by Mr. Tuttle, to adjourn the meeting at 6:20 p.m.
